Any Blogger or Publisher Can use both Taboola and Google AdSense together on a web page because the two ad networks are compatible and they don’t state that you can’t use them with other ad networks in their respective terms and conditions.

Taboola on the other hand does not approve publishers easily, for one of my sites that recently got approved to run Taboola Ads, it got 500,000 pageviews in the last 30 days but I’m estimating you need about 250,000 pageviews and above before you can get approved.
You can set up AdSense in-article ads to Appear in paragraphs in your article and then Taboola Feed ads at the end of your article to recommend endless content to your visitors.
Most Sites that use Taboola ads often add ad spots to their sidebar and make it sticky so that visitors do not scroll past it, the more their eyes are on the ads the more likely they’ll click on them.
